What should also be reported is that due to a declining population (an issue few other EU countries face), the number of _eligible_ workforce went down by 1.3% in that period, from 656,400 to 648,000. So, in the last year, the number of people on the labor market dropped by 8,400, or about the size of Paldiski and Kehra combined. So even if the number of people employed stayed exactly the same, the unemployment numbers will go down because the total labor pool went down.

Looking at the numbers, there was also improvement in the overall number of people employed so that's a good thing. However, these numbers should be taken in context with the labor pool size.
